坐标土澳,微信跨境支付我司是再也不会用了。
我们是通过 Royalpay 接入的微信支付,因为本来使用微信支付的人就没支付宝多,一个月就那么几个用的微信跨境支付。这个月依然是正常交易数量、正常交易金额,莫名其妙收到了微信跨境支付的喝茶邮件:
致 XX XXX: To XX XXX , 由于业务需要,请您在 2018 年 7 月 31 日下午 4 点前提供贵司特约商户 [ XX XXX. [XXX] ] 的业务模式描述,并根据贵司核实到的特约商户实际情况选择如下方案给予回复: For the purpose of risk management from Tenpay, please provide the business description of your merchant (XX XXX. [XXX] ) before 16:00 PM in July 31, 2018, and reply to us your solution (options are listed below)made after conducting due diligence. 1 .若核实该商户确实从事高危风险业务或存在高风险,请回函说明贵司的处理方案,包括但不限于,该商户的实际业务模式、是否已与贵司解除合作、是否已被列入黑名单,同时需将该子商户的注册登记证书同步我司; 1. If you verify that the business has been indeed engaged in high-risk business or detect that the business has the inclination to such risk, please provide us your solution, including but not limited to, description of the merchant ’ s actual business, whether you terminated the contract with the merchant, whether the merchant has been blacklisted. Meanwhile, please also include the merchant ’ s company registration certificate in the reply. 2 .若核实该商户不存在明显异常或虽存在异常但贵司认为该商户风险可控,请贵司回函说明(包括但不限于):( 1 )该商户的实际业务模式;( 2 )商户官方网址或(售卖商品链接)/APP 在第三方应用市场的下载链接(如有);( 3 )如为线下门店请提供外景照片(店名和地址需清晰可见)、店内商品陈列照片、第三方地图定位等;( 4 )发货凭证,包括但不限于境外购买凭证、境外转运至保税仓的凭证、海关报关单、国内物流单等;( 5 )如为虚拟产品则请提供购买用户订单信息,购买聊天记录,发货截图等;( 6 )是否已做其它风控管理措施以加强对该商户的风险管理,并书面致函我司保证该商户未来 6 个月内不会发生任何微信支付异常交易;同时需将该子商户的注册登记证书同步我司; 2. If you do not detect obvious anomalies or you believe the anomaly is manageable, please reply to us the relevant information including but not limited to (1) description of the merchant ’ s actual business; (2) the official website of the merchant (URL of goods for sale) or link to download the APP (if applicable); (3) pictures of store front with the store name and address clearly visible, pics of the merchandise display, the screenshot of map location; (4) goods-delivery documents, including but not limited to overseas purchase vouchers, offshore transshipment to the bonded warehouse vouchers, customs declarations, domestic logistics orders, etc .; (5) when virtual product, please provide order information, chat history with buyer, screenshots of shipping notification; (6) whether you ’ ve strengthened risk control measures onto the merchant and put in writing to us your guarantee on no abnormal WeChat Pay transactions from the merchant in the next 6 months, meanwhile please also include the merchant ’ s company registration certificate in the reply. 贵司需在规定时间内完成上述回函工作,逾期未复我司将根据《微信支付境外收单服务协议(机构模式)》的第 5.8 条(乙方有权定期或不定期审核甲特约商户的业务类型,若特约商户变更业务类型等原因导致提供不符合本协议约定或所在国或地区及中国相关法律法规规定的业务,或商户实际从事不符合本协议约定、法律法规规定的经营活动,乙方有权书面要求甲方暂停或终止该商户的收单服务)采取包括但不限于延迟结算、中止服务等措施。 Your institution must complete above work within the appointed time or we will take actions according to clause 5.8 of <Wexin Payment Cross-Border Acquiring Service Agreement> (Tenpay is entitled to regularly or irregularly review the business types of the Merchant,in case of any change of information or business of Institution and Merchant. If the Merchant engages in any business activity that does not satisfy its obligations under this Agreement or comply with applicable laws and regulations, Tenpay is entitled to require the Institution to suspend or terminate the provision of the service.) 然后举例了 5 个订单,全部都是客户人在澳洲进行的正常支付,每笔金额都在 100 澳元左右,加起来一共也才 500 澳元,而且订单备注里明明白白有写他们什么名字买的什么。我就不吐槽这个带恐吓性质的邮件写的有多烂,各种支付公司我也接触过一些,遇到有问题的订单正常的风控可以:
- 在收单的时候直接拒绝,返回支付失败信息( stripe/多数信用卡公司做法);
- 与客户核查是否为正常订单 /要求客户(支付方)验证支付是否为风险交易(银行 /信用卡公司做法);
- 给商家风险提示,然后由商家决定是否接受该笔支付( Stripe 可选做法)。
你不应该:
- 给你的商户写恐吓性质的邮件并在事实不清的情况下要求对方“未来 6 个月内不会发生任何微信支付异常交易”;
- 整个邮件连个 logo 都没有,连异常订单单号都格式一塌糊涂让商户觉得是个垃圾邮件,更可怕的是连联系电话都没有;
- 给出完全不合理的要求,譬如,要求商家以违反澳大利亚法律( Privacy Act )的形式提供客户信息。
- 遇到这种没头没脑的邮件你都不知道这种完全正常的交易风险在哪里,连个咨询投诉的方式都没有,再垃圾的四大行风控出错也都可以投诉,微信跨境支付连个咨询投诉的电话都是没有的。
整件事最愚蠢的是:我司是注册有澳洲 GST 的公司,也就意味着每笔交易我们除去手续费还要额外支付 10%的税款,微信支付的风控能不能用下脑,思考一下有谁会选择手续费高达 10%+的套现 /洗钱方式进行洗钱?
建议各位做互联网金融的收 CV 的时候都留意一下,有微信支付风控方面过来的直接黑名单是没错的了。
