不会，如果所有人都这么想的话，最有利的是 2 楼，总是可以优先坐上电梯，越是高层越是浪费更多的时间，而且当前的电梯设计上来说，当满了之后还继续逆向行驶就是在浪费资源，以及集体利益（所有人总的消耗的时间）损害更多，大概就是越多人为自己考虑，集体利益损害越严重，以及低层的人这么做的人越多，那么就祈祷电梯资源不够的情况不要在高层

另外当前电梯如果能改进：当电梯满员时忽略外部电梯呼叫相应，而优先考虑内部的需求，以上大概不会有集体利益受损，但是越是低层，越是有优先权，所以不管怎么做，还是根据自己实际目的地选择上下行吧

一点想法，差一个程序员是语境中达成成功的必要条件，但不是充分条件，楼下的人强调的是必要条件的相关论述，而楼主是可能是从非充分条件的角度考虑的
另外我感觉一般而言看到这句话的语境，理解的一般都是强调必要条件的(就字？)，即强调至少一个程序员是必要的，而不论述程序员的非充分性
