有一个解决方案
1. 关闭 csrutil
2. 删除以下两个文件
/Library/Preferences/com.apple.networkextension.plist
/Library/Preferences/com.apple.networkextension.uuidcache.plist
3. 重启并确认后开启 csrutil
他会删除所有的本地网络配置，所以 vpn 等需要该权限的工具需要重新确认
